You cannot build a house if every carpenter is working from a different set of blueprints. One starts framing the north wall while another starts the south and neither lines up with the foundation. The project falls apart not because the carpenters are bad but because there is no single source of truth for what needs to be built.

D&C 28 is about the single source of truth. The early Church had a problem. Hiram Page was using a seer stone to claim revelations that contradicted what Joseph Smith had received. The Lord addresses the confusion directly.

Who Was Hiram Page and Why Was He Rejected

Hiram Page was an early member of the Church who had a stone that he believed gave him revelations. He wrote down what he received and some members started treating his writings as authoritative. The problem was that his revelations did not align with what had been given through Joseph Smith.

The Lord tells Oliver Cowdery that Hiram Page has been deceived by Satan. The things he wrote are not from God. This is one of the earliest tests of authority in the restored Church.

The comparison to Moses is deliberate. Moses was the single prophet for Israel. Joseph Smith was to hold the same role for the restored Church. Not because he was better than anyone else but because order requires a single channel for official direction.

The revelation makes a careful distinction. Oliver Cowdery can speak by the Comforter and teach. He can receive wisdom and guidance for his own responsibilities. But he cannot write by way of commandment for the Church. That is Joseph's role.

I think about this distinction more than I used to. I receive impressions and ideas that I believe come from the Spirit. Most of them are for my own life, my family, my calling. The moment I try to make them binding on someone else I have stepped outside the order the Lord established.

Common consent is not a vote on what is true. It is a spiritual confirmation that the direction from the prophet is from God. The members participate in the process through faith and prayer.

I have seen this work in practice. A bishop makes a decision that I am not sure about. I pray about it and receive a confirmation that the direction is right even if I would have chosen differently. The common consent is the agreement of the heart after seeking the Lord's will.

Oliver Cowdery's Role in the Church

Oliver is told to go on a mission to the Lamanites. He is to open the door for the gospel to a people who have not yet received it. But even in this mission he operates under the authority that has been established. He is like Aaron to Joseph's Moses.

The Lord promises that the Comforter will be with him and teach him. He will have power to convince many. But the work must be done in order.

I think about the humility this required. Oliver had already been a central figure in the Restoration. He was baptized by John the Baptist. He saw the priesthood restored. And now he was being told to follow Joseph in the same way Aaron followed Moses.

Order requires submission. Not because the leader is always right but because the structure is necessary for the work to move forward.
